The module must allow timezone configuration for dates used in transaction_id sequence generation #27

I've just learnt about Sogénactif servers (Société Générale) being using UTC time zone (undocumented), I don't know if other banks use the very same timezone (probably), so I'll add the opportunity to configure the timezone (not just force it to UTC).

THIS COULD LEAD TO transaction_id DUPLICATION OVER A DAY ON SERVERS USING OTHER TIMEZONE

Any information about other banks are appreciated.

Please report here the time zone your SIPS support answers you to use, along with bank name.
