tcms fail2ban config #253

What I want is the various route* modules to have a fail2ban=1 in the route config, and a bin/ utility that reads the routing modules (don't forget the themes' routes.pm!) and then builds the config, which is then put into place via make fail2ban.

We can then make this a post-pull git hook.
