After July 9th's meetings, decide, based on how the sucking went:

Do we need to divide Conservative up like we did Politics?
Do we need to abandon the ambition of getting all of Politics (Conservative) and instead do stratified sampling?

Made collector.py run "monthly" so we can do stratified sampling.
