Add lock and feedback on local scan job and its completion #67

Problem / motivation

When firing a local chunks scan job, it doesn't give any feedback to the user. Neither is there any lock on this preventing it from being run twice or more.

Suggested resolution

Create a notification event in combination with some vuetify popup/snack and make the job unique per sink.
