Allow user to not automatically start GitLab at boot.

The GitLab service seems to be automatically started at boot. This can cost quite some resources, so

• [ ] give the user the option to not automatically start the server at boot.
• [ ] Provide a command to start the GitLab server, and ensure it starts updating the relevant GitHub build statuses automatically.
