Added ObservationalValue attribute to help indicate when types have another enum of possible values
Included rendering of ObservationalValue in scriban template
Used the transpiler to update EventTypes
Updated Streams Event to validate values based on possible ObservationalValue attribute
Fixed some SubType validation
