[WIP] Verification #2

Most of the structure is in place already, but is taking longer than expected because of necessary changes in both incentive-layer and dispute-resolution-layer.

Another thing before completion would be a simple test.

I'm thinking we can get away with starting up tg,s,v processes. Submit a task like normal, wait for solution committed event, then challenge it from the verifier's account, and let the processes duke it out.
