Documentation: Document quickBlocks.toml and custom config files per tool #1383

Document the fact that other tools have their own private config files as well. Search the code for getConfig*

This is an excellent example of how a configuration file should work (although this is JSON config, ours are TOML). I like the way it's documented:

The file is now documented internally (comments in the file itself) when installed.
