chifra names - all tools that output any address (nearly all) should have --names option #3778

Are names applied to all tools?

Can we name addresses wherever they appear A Name? Capability? Names should be stored in a binary backing store

Instead we enabled this for any command that output an address, those addresses will be named if the user adds --verbose.
