I don't like calling the folder into which we place addresses `addresses` #359

This feels weird. It requires a path of ~/Data/addresses/addresses.tsv in the README.

A better name might be 'collections' or 'monitors' or 'config'.

Also, while I'm at it, I don't love having separate locations for collections and the exported data. Both this and the config folders could be in the same top-level folder called 'monitors' or something.
