Support for CBC.ca #398

I was hoping if someone would make a plugin for CBC.ca videos. I already tried 
direct rtmdump method and it works but I cannot download videos with higher 
bitrate eventhough I already checked it is there through memory dumping with 
pmdump. Subtitle support also would be nice.

Please provide details of the investigation you've done so far, like the 
rtmpdump commands you've run, along with a sample video.
