[bug] Remove 'can-receive-name' Function #4

Description There's currently a version of 'can-receive-name' seen in line 1315. Since principal:bns names now have a one:many relationship this function is no longer needed. Please remove it & any references to it.

Action Items

[x] Delete 'can-receive-name'
