Workflow enforcement updates

This implements workflow enforcement for both admin calls and app calls to the API

• Workflow and electionStatus have been updated to the 4.0 spec
• I've added error handing with display to the end user in most places as the API will respond with errors for improper workflow
• I've gone through the admin-ui and done an initial pass at making the admin flow match the enforced flow
  • To disable calls that would fail
• I've modified the client side election state checking to be in line with the new 4.0 spec.
