Under the sub-heading, add a new UI fixture to "Re-Use Settings From a Prior Election". It will need to offer a list of prior elections by name, in reverse chronological order. If a user chooses one, populate all the settings of that election. The user may modify them afterwards.
Make it required to provide a value for every setting. If the user tries to leave the page (either via next, steps at the bottom, or main menu, have an error message "All settings are required. After you provide all settings, you can proceed to other steps, and later return to update settings." OK to log out without providing all settings.
