2nd endpoint: add a new script/library entrypoint when given an address and a GUID, will return a blank ballot

Given the non cli interface, just return the json object via perhaps a new interface. If it makes sense, at the same time add the ability to receive a cast ballot as a json object (and verify the content and accept_ballot it).
