Need to support the concept of a ticket #83

For the spring demo we want the presidential contest to be a typical ticket based contest.

Note - while in the data structure adding support for a ticket based contest, add support for a description field in the ballot question field just in case it is wanted. If it is a big deal, create a separate issue for it.
