Create a release in all 4 VTP git repos #97

Describe the task that should be completed Create a release of the backend.

Note - my current plan is to just follow the generic and default GitHub centric model for creating a release. Nothing added to that.

AFAICT since creating a release changes no code and in the case of VTP there are not Git LFS objects, no external binaries, no external doc sets (yet), etc., it should be simple and turn key.

Also, I will first make the release in the backend and web-api repos, and then release the dev-env parent repo for completion.

Note - since this issue should be present in the VTP Sprint Demo project, it is ok with me to just create a single issue to cover creating a release in all three repos. Happy to create two more if anyone wants that.
