Per waldoj/absentee-server#7, we need to allow the homeless to describe their residence. Seems to me that the client should unobtrusively ask if people do not have an address and, if they do not, the whole address/unit/city/state/ZIP display should be replaced with a textarea where they can describe where they live. That needs to have a maxlength of ~128 characters, because we just don't have the space on the form, physically, to write much more than that.
