Improve the absentee ballot sent to the failsafe address #51

If email to the registrar bounces, we re-send the email to a backup location. That should be customized in some way (like #50), especially to explain why the email is being sent to the backup location. Specifically, that an attempt was made to send the email to the registrar in place X, with email address Y, and that it bounced, so it's being sent to this location as a backup method.

At their prompting, I have asked the Virginia State Board of Elections for what language that they would like to have in that email, and I am awaiting their response.

The SBE requests that this explicitly state which registrar's email address has bounced, and that the bounce is the reason that the ballot is being sent to them.
