Waggle public channels should quickly sync latest messages for returning users #653

If I am in a public channel, like our dogfooding chat, and I go offline, when I come back online I don't see previously-sent messages until someone sends a new message.

If the channel is not active, this means I'm unable to see the latest messages for a while.

I should fetch the latest messages as quickly as possible as soon as I come back online.
