Failed to load the native TensorFlow runtime. DGII and ICF #51

We can't get DGII and ICF to run due to errors importing tensorflow. The goal is to import and get tensorflow working with a cpu.

Everyone seems to be getting --> ImportError: libcuda.so.1: cannot open shared object file: No such file or directory Failed to load the native TensorFlow runtime.

Command ran: ./smiler run -m "DGII" examples/input_images/ output_images/ ./smiler run -m "ICF" examples/input_images/ output_images/
