Looks like this is a side effect of preventing molotovs/gas cans from triggering car alarms. Any damage done that includes the BURN damage type is ignored.
I could be wrong but maybe it has something to do with the fact that special kinds of bullets can't pierce through walls? Not sure how it works but it could be that hits made into surfaces don't register for those kinds of bullets and that ends up affecting Alarm Cars as well

It shouldn't be related to that. When the car or glass takes damage there's a check that the BURN damage type isn't set.
Description
Shooting alarmed cars with incendiary ammo doesn't trigger them.
