I have thousands of hours in this game and only recently I confirmed for myself that the base damage of incendiary and explosive ammo is the same on Special Infected. This is extremely unintuitive as everything in the game points to them being more powerful overall. I'm sure the vast majority of players would believe this too. This is also unrealistic since you would expect these ammo types to deal more damage as they likely carry and deliver more energy to the target (KE + chemical energy). Given that incendiary ammo already does more total damage if the target catches fire, I would suggest a minimal damage boost, like 5%. Explosive ammo could be given a more generous damage boost of around 20%. Seriously, who hasn't fallen for thinking that unloading an explosive ammo magazine on a Tank would do more damage. Using explosive ammo on it is in fact a waste. Incendiary ammo also ruins sniper rifles. I haven't tested the Witch, but it should also take a bit more base damage.

I would even prefer to label this as a bug.
