Anyone who has played this game seriously probably had a very frustrating instance where you tried hard to give pain pills to a desperately pleading player but couldn't, for some reason, while they were active/in combat. It is very common for you to run out of shoves in the process, putting yourself in danger too. While it's reasonable and completely ok to have this check in more casual game modes or public matches to avoid griefing, it can be extremely infuriating or even catastrophic in tenser games, especially in Death's Door based mutations where a single death can massively "snowball". That's why a cvar is the best option, so that "consenting adults" have a choice.
