navigation (ATP skill) bug #93

Describe the bug minimap pathfinder only accounts for navigation level when the tile the pilot is on is granted by the navigation level

To Reproduce have navigation 2 or 3, go on ore.

Additional context supposedly unencountered bug caught at code level. probably unencountered since very few players have Navigation skill and the navigation counting is already bad and this bug only shows up when drawing a path from a navigation affecting tile that's different from the pilot's navigation level.

bug appears to have been there from the beginning / #3 took quite a while to notice it. not sure if can link to other repositories
