Update the url due to the EOL of the Google storage on 6-Aug-2021. This plugin will no longer fetch the helm version without this change. Users will receive an error AccessDeniedAccess denied.

Anonymous caller does not have storage.objects.get access to the Google Cloud Storage object.
due to the Google Cloud Repo being GC'd
