Added common moderation actions
Moved all moderation actions into
libs/moderation.py
(so we can add context-menu actions in the future)
Added modlog function for uniform, concise moderation logs
supports adding additional fields to log message with a dictionary
Added a little welcome screen in the log once stuff is all loaded and checked
put common functions in
libs/utility.py
