remove unnecessary SQL opening in bot.py
refine the /stop command
move cog loading/unloading commands in bot.py and fix cogs list
add a nice comment at the top of every .py and .yml file that says its from tiramisu, and a short (1-3 word) description
several other bugfixes and minor refinements
