Ability to listen to certain ppl in vc

Description

Ability to specify (e.g. via slash command) users for tirmaisu to "listen to". Priority is based on how recently they were added. If one of those users joins vc, tiramisu joins and starts recording (when ppl talk). After they leave vc, tiramisu uploads that audio to the modlog. If another watched user joins a different vc and has higher priority, tiramisu stops recording, sends to modlog, and moves vc.

Reasoning

This should be added so mods can keep track of suspicious people and what they say in vc, as well as ward off people who want to say bad things.

There is also the potential to make a transcript of what is said via AI.

also gotta remember that you could be listening to minors which is a bit dodgy
