Workspace restart needed after a preference page change #1

Property page won't work without a workspace restart if PKG_CONFIG_PATH has 
been changed via pkg-config preference page.

Created a dialog which is presented to the user after visiting pkg-config 
preference page and pressing OK button. This dialog will ask if the user wants 
to restart the workspace so that the changes take effect.
