Bug description:
A missing <ul> in comments.php if the user is logged in (i.e. showing the
"Logged in as ..." instead of the usual contact form) - causing a malformed
HTML page.

What steps will reproduce the problem?
1. Login into Wordpress
2. Go into any comment-enabled individual post in the site
3. Check the HTML of the page that a <ul> is missing in between the "Logged
in as ..." paragraph and the comment text area

What is the expected output? What do you see instead?
The <ul> tag must be there.

What version of the product are you using? On what operating system?
Sandbox 1.6.1, Wordpress 2.8.6
