What steps will reproduce the problem?
1. Put the fr_FR.mo file in the sandbox directory
2. Sandbox is then in French, if Wordpress in his own is in French.
3. Enjoy!

Sandbox in French
What version of the product are you using? On what operating system?
Sandbox 1.6.1, under a linux apache server
