Referring to #268, this is duplication of effort with the existing $serverArgs variable. Moving forward, turbovncserver.conf variables should only be introduced if they affect the behavior of the scripting glueware (vncserver and xstartup.turbovnc) in some way. In fact, several variables ($autoLosslessRefresh, $pamSession, $multiThread, and $numThreads) are deprecated in TurboVNC 3.0, since $serverArgs can be used to do the same thing.
