Support IrrationalConstants 0.2 in 0.10 #250

I think an additional 0.10 release with IrrationalConstants 0.2 compat would be useful. In https://github.com/TuringLang/TuringTutorials/pull/386 the Pkg resolver downgraded Turing to version 0.5 because it rather wanted to update IrrationalConstants, it seems.
