Starting TuristMO without network connection and then enabling network connection will not cause TuristMO to reconnect

TuristMO doesn't retry doing an API call when it has previously failed to do so (either due to lack of network connection or when unable to reach server). Establishing or re-establishing network connection should cause the app to populate the PackageScreen.
