[Windows][Multiplayer] Unplayable multiplayer via Steam: very long wait for interaction, weird teleportation between levels #815

First of all I apologize for the late publication of the issue. I know that a new version v4.1.0 has been released, I haven't checked it yet, but I will check it soon and report back.

The video part 1 part 2 was recorded on 2023-10-14 at 23:41:20 (UTC+3), but the issue is still relevant up until yesterday (the sound has been removed for security reasons, so you can't hear us talking in there).

I also attach a log file log-2023-10-14.txt (separate question: why is it recorded in it replicas of characters and other non-critical, especially successful, messages? This is strange behavior for a log file).

What's the gist of the issue: when I connect to a friend via Steam, it's immediately very difficult to open doors or interact with items outside of my inventory. Spells cast with such an unbearable delay that it's just impossible to hit anyone with them. Even a melee fight is impossible, because the enemies on the server behave differently, not as it is displayed on my client. But the most interesting thing is demonstrated in the video - at some point during a level (and this persists from attempt to attempt) I start having a very strange teleportation between levels, I can appear "alive" with 0 HP and the inability to do anything until I actually appear on the next level. If I host the game, the same horrible situation happens to everyone who connects (but I'm doing great), not just me alone, which is even worse.

Checked the integrity of game files conducted, all files passed the check. I also have a modification loaded with Russian Translation, but it does not affect the situation, I checked.

I have double NAT - pfSense and a router from my ISP, initially I thought that was the problem so I didn't submit the issue right away, but yesterday I installed the game on another windows laptop on the same LAN and no problem there.

Windows on my computer has not been reinstalled since early 2019, I know that's a long time, and I believe the problem is with the operating system, but I don't know how to fix it. The simplest thing is that I can't reinstall the system right now, unfortunately, because I'm doing an important project and I'm afraid of losing files.
