Add explicit timeout to pet #90

After a set time, an instance of !pet should time out, preventing further interaction, and its emoji should be removed.

This is done, but only on the with-pycord-alpha branch. This branch uses a manually-built-from-github version of PyCord (the new discord library), so I'm not gonna release it at least until they actually release the new version (supposed to be Jan 7)
