Local cache via Service Worker, Toasts and member reactivation. #8

This merge will add

  1. a service worker (with cache first for all the dependencies excepts for the IHM Rest-API)
  2. Toasts (Red and Green) for errors and feedback (#2)
  3. A button to reactivate members that are deactivated (#5)
