If no network is available, indicator doesn't help to start ROS in local #3

as title describes...

Turtlebot should be able to start even if no network is available.

I'd like to say this is a feature, but ... if you don't have a network you have bigger problems than starting your robot. IIRC you can start from the command line without a network.

This seems to be in the 20% of use cases, so unless there is an urgent demand this will not be fixed until the robot command is finished.
