invalid ROS_IP setting #4

invalid ROS_IP setting in /etc/ros/envvars kills the turtlebot bringup process and keeps state machine status "starting Turtlebot".

So turtlebot indicator becomes unusable state untill "initctl stop ros && initctl start ros"
