Add "--fail-on-match" CLI option #39

When set, this option lets the "scan" command fail which is useful for automated CI checks.

Should we omit the option and make it default behavior?

I'd be fine with that. If you invoke it interactively you normally care more about the output than the command status. There should be no harm here.
