Configuration to exclude specific recipes #649

If it's within scope, a config to exclude certain recipes.

Specific use-case: Pam's HarvestCraft has a lot of single-crop seed recipes that show up in the recipe interfaces. Being able to exclude, for example, forge:seeds would clear them up.
