[Cleverbot] Use cleverbot.com, use CleverWrap #16

Cleverbot.com now has a free tier for their API.

The old API wrapper is not maintained currently, and the author suggests moving to CleverWrap.

That wrapper is non async and pretty bad as it doesn't allow for multiple conversations at once. I rolled my own. https://github.com/Twentysix26/26-Cogs/commit/6d75d43e490759c35fa8cc25f86eb6f163ba0f43
