[Feature request] Defender/Warden: Integration with WarnSystem #30

Describe the feature you'd like to see Similar to cogs dealing with economy that allow third party econ selection. Defender should have a selection between using mod cog vs WarnSystem for usages such as vote-outs, raid detection, etc. Warden would also utilize and replace with the selected mod tool.

Example: softban-user when using WS instead of mod would run a level 4 warn natively (softban).
