Feature Request: DeepL Translator integration #1400

Would it be possible to integrate the use of DeepL Translator (https://www.deepl.com/translator) as a machine translation service? In my experience it's hands down the most reliable machine translator around right now, especially when it comes to translating Japanese text.

Also, the current 'Translate from . . .' functionality seems broken, so I think it's relevant to look into this.

Thank you for Twidere, I'll wait for your opinions on this.

Unfortunately, access to the DeepL API is subject to a charge. I don't know if anyone can guarantee the monthly cost.
