Add a threshold line for Symbol of Hope if you were to use it at that point in time. Should be able to re-use the existing code to get the remaining duration.

[x] Threshold toggle
[x] Only show when off CD or with T time left
- Tie it to mana potion configuration?
[x] Only show when below X% mana
