Add new Global Bar Settings for Bar Text:

Default Bar Text Font Settings

This will be like the spec-wide default values:

[x] Font Face
[x] Font Size
[x] Font Color

Resource Text Colors

[ ] Current resource color
[ ] Passive resource color
[ ] Hardcasting resource gain color
[ ] Hardcasting resouce spending color
[ ] Have enough resource to use an ability color
[ ] Have enough resource to use an ability enabeld toggle
[ ] Overcapping resource color
[ ] Overcapping resource enabeld toggle

DoT Count and Time Remaining Tracking

[ ] DoT active color
[ ] DoT active and within Pandemic refresh range on
[ ] DoT not active color
[ ] Enable toggle

Decimal Precision

[ ] Secondary stat decimal precision
[ ] Resource decimal precision
- How to account for some not having any? E.g. Insanity has 2, Mana has 0.

Will probably need to do some renaming and restructuring of existing settings to be consistent.

[x] Elemental Shaman
