Splits reservoir storage into seperate, region-based files. Which should result in a faster save time and reduce lags to practicaly zero.
As can be seen here (Folder and ip-regions.dat names are subject to change)

Includes a "backwards-compability/converter" from the old to this new system aswell.
This is in response to #139
The old system and the "converter" will be completely gone by 1.19.X
