The tank as whole is 4 blocks tall, but only the bottom 3 layers are the important ones. Redstone probe and comparator can only read from them. So only the bottom 3 are ever mentioned because those are the important ones :D
I checked with 4.1.0-21. A comparator placed on the first layer did not give a redstone signal of 15 until it was 1/3 filled instead of 1/4 of the total amount (1024B). However, the manual for the oil tank says:
For example, a comparator attached to the second layer of a tank would not emit any signal until the tank is 1/4 full and have a signal strength of 15 if the tank is half full or more.
This doesn't match my confirmation, so in Japanese, I corrected it to say that the comparator in the second layer needs more than 1/3 to receive the signal.
It seems correct that the oil tank height is 3, so I figured there was no problem with the current translation. Is the above description the same as IE's fluid tank? If so I felt you were forgetting a fix.
Updated to 1.18.2. The description of the example of the oil tank is based on the assumption that the height is 3. If you'll modify it, I would like to correct it accordingly.
