This PR:

makes API a NuGet package.
Corrects thread dispatcher to not be made while the game is not in play for editor.
Updates TwitchLib.Api to 3.1.2
Updates TwitchLib.Client to 3.1.4
Updates TwitchLib.PubSub to 3.1.3
